It can help end the war

  • The loan should be provided in tranches until Russia ends the war.
     

  • If Moscow agrees a truce, the coalition should pause making loans. If it then breaks the truce, the coalition should disburse another instalment. This way, every time the Kremlin drags its feet, more and more of its assets would be channelled to its enemy.
     

  • Putin will know that Ukraine is well funded to fight a war of attrition for many years while Russia’s own economy is increasingly struggling.
     

  • Ideally, he will agree a decent peace deal.
     

  • If not, Ukraine will be well placed to hold the line until Russia changes its mind.
     

  • Of course, a Reparations Loan is not the only thing the West can do to end the war. It should also tighten sanctions on Russia and provide more arms to Ukraine.
