Putin will know that Ukraine is well funded to fight a war of attrition for many years while Russia’s own economy is increasingly struggling.
 

Ideally, he will agree a decent peace deal.
 

If not, Ukraine will be well placed to hold the line until Russia changes its mind.
 

Of course, a Reparations Loan is not the only thing the West can do to end the war. It should also tighten sanctions on Russia and provide more arms to Ukraine.
